Twenty-three is retained by the calculation; Scripture does not give it a universal symbolic meaning. Psalm 23 supplies a beloved, clearly labeled index for reflection on the Shepherd's care.
“The LORD is my shepherd; I shall not want. He maketh me to lie down in green pastures: he leadeth me beside the still waters. He restoreth my soul: he leadeth me in the paths of righteousness for his name's sake.”
The LORD shepherds, provides, restores, and leads.
“I am the good shepherd, and know my sheep, and am known of mine.”
Jesus names Himself the good shepherd who knows His sheep.
“For ye were as sheep going astray; but are now returned unto the Shepherd and Bishop of your souls.”
Those who wandered return to the Shepherd and Bishop of their souls.
